Anyone in the business of building new homes must be registered with the National Home Builders Registration Council, and each new home must be enrolled with it before building starts (Housing Consumers Protection Measures Act, 1998, s10 and s14). The Act does not reach renovations, extensions or repairs to an existing home, so most renovation contractors need no NHBRC registration today. The NHBRC's register shows nothing to match a business to, so Attest checks a registration only when a builder claims its listing.
